I'm ashamed to admit that I am still confused about what we are actually supposed to count as an international ACH transaction.
Is there a minimum dollar limit? I heard that all Pay Pal transactions do not count? I do not know what to count!

If you are referring to remittance transfers for regulation E purposes, you only count international transfers that you originate on behalf of consumers. If you permit consumer customers to originate international bill payments or IATs, they count toward your 100 for your safe harbor. IATs that you receive as an RDFI are not remittance transfers since you did not originate them.

Are you asking for the OCC MLR? If you aren't talking about international transfers but daily ACH IATs, you do count Pay Pal transactions. Look at the instructions for #46.
