I'm trying to verify the ITIN of an applicant. The database we use for nondocumentary verification can't verify the ITIN. The applicant does not have the ITIN card anymore.

Does the IRS issue verification documents in situations like this basically stating, " This ITIN was issued to this person?"

Issued to you - no - so it makes the document worthless.

ITINs expire , but your customer can get another one if he still qualifies. Either way, "I lost it" is a bit less credible than "the dog ate my homework." They are hard to get and most NRA's would hold it as closely as a passport.
