We have a corporation that is owned by 4 credit unions. In my mind, we would list the credit unions as the beneficial owners of the corporation, but we wouldn't drill down further since credit unions aren't owned by anyone. Does that make sense?

Beneficial owners have to be individuals, not entities. It doesn't sound like you have any BOs.

I concur with TMatt87, you need to drill down to a 'heartbeat'. No need to list the credit unions as BO.
