I understand the 4 categories are: 1) Affordable Housing, 2) Community Services, 3) Economic Development 4) Revitalize or Stabilize.

Can a community development loan count in more than one category?

I have a loan to purchase a convenience store located in a moderate census tract. The new location will be creating jobs for low-to-moderate income. What information is needed to push it into either economic development or revitalize/stabilize?

If they are purchasing a convenience store - I assume it is not currently operational or is scheduled for closure? Otherwise, how do you make an argument that it develops or stabilizes the neighborhood? Otherwise, I am not sure how just a change in ownership is going to qualify.

To Randy's point, you'd need to demonstrate that stabilization would be the result of this acquisition, and perhaps that staffing will increase and that's the positive impact on employment. Otherwise you may just be putting lipstick on a pig.
