I use to be able to get a hold of Grant Mitchell, but I think he moved on to private practice. You might want to start right at legal in the RESPA division:

Does it have to be from HUD? You can get a lot of good info here and from trade associations. Many of the questions have already been asked or there may be a paper on it hidden away somewhere.

If it is new, you will likely get an "unofficial" answer anyway unless you have a LOT of time.

Considering the recent decisions from the Courts of Appeals on HUD's Section 8(b) interpretations, would an opinion from HUD be worth the paper it is written on?

I have never felt I needed to go so far as to ask HUD a compliance question. As a matter of fact some of my more experienced peers have warned me that HUD may become unwantingly interested in you if you contact them with a question. I usually go to our regulator if I can't get help internally, or from the fine folks at BOL.com!
