Here is an example of a situation our tellers are seeing often: Daughter has a $15,000 check made payable to her. She has no accounts with the bank. She signs the check over to her mother who has an account with the bank and the mother deposits the check.

Does the mother become a payee of the check? Does this affect our ability to hold the funds under the appropriate Reg. CC hold?

The mother is not a payee of the check. Assuming the check is not a cashiers check, teller's check, or certified check, you can absolutely place a case-by-case hold on it and if you have sufficient cause, you can place an exception hold.

If the check is a cashiers check, tellers check, or certified check, you can still place a case-by-case hold on it, because it is not deposited into an account of the payee. You can also place an exception hold on the item based on applicable cause.
