Do most banks that offer Bill Pay base eligibility for the service on account balances, etc. and/or credit report? Or can anyone have the service? If you let anyone use the service, are your core system and bill pay system integrated so that the balance in a customers account is checked prior to the bill payment being generated and sent?

We give Bill Pay to anyone that asks. Our pricing is dependent on account balances.
Unfortunately, our bill pay system and our core processor are not integrated, although our customers have not had any problems.

We also offer bill pay to all account holders. Our systems are integrated so that nsfs are not generated. If the funds are not there, the payment or transfer isn't made.

Our bill pay and core systems are not integrated, but we still have a window of opportunity to reject an nsf item after posting the bill pay transactions.

Same here, anyone can have billpay.

Are those who responded using the "sweep to a clearing account" method or Direct DDA method?
