You could just make red and blue jello shots with whipped cream topping. Everyone would be happy.

Either that or chill the filling ahead of time. Depends on how quickly you want to serve it and how much 'juice' you want to let soak into the cake.

Somewhere in the middle
This is a simple one my mom made, but I loved.

Bake any box of white cake.

Then mix a box of any red jello (I like Raspberry)

Using a wood spoon handle, poke holes in the top of the cake (after it has been baked) but nbot all the way through the cake.

Pour the jello over the cake then set in fridge to cool and set.

Whip up some whipped cream and smooth over top of cake after it has cooled and sprinkle with anything blue (sugar sprinkles) or for the healthy people, you could use blue berries.

She would sometimes use tootsie rolls left in their red white and blue rappers.

Our grocery store has blue corn chips and red corn chips, and they are organic and vegan. They make a great color combo with some regular chips thrown in. Top with your favorite nacho toppings.

An assortment of cherry pie and blueberry pies or mini tarts/custards.
